Each one- or two-family dwelling in the city limits receiving city water, sewer or electric service receives the trash service with the fee applied to utility bills.

Frequently Asked Questions:

1.        What is the fee?     $13.00 per dwelling unit; Senior rate—$12.00 per dwelling unit.  This fee includes one polycart.  Additional polycarts available for $7 per month.

2.        What are the requirements to receive the senior rate?  1) Dwelling must be occupied; 2) Head of household must be at least 62 years of age; 3) Dwelling may not be occupied by any person under the age of 62 except spouse or temporary guests.

3.        How do I sign up for the senior rate?  Applications are available at City Hall in the Customer Service Office.

4.        How often will trash be picked up?  One time per week.

5.        Where are polycarts to be placed for pick up?  All trash will be picked up at curbside.  An exception will be those residences along 11th Street; trash will be picked up for those residences in the alley.

6.        When should the polycart be placed on the curbside?  Trash must be placed at the curbside before 5 a.m. on the scheduled day of collection, but not earlier than 24 hours before that time.  All trash must be contained in the cart issued by Waste Connections so the lid can be closed.  No material left outside the cart will be collected. Polycarts are NOT to remain at the curb following trash pickup.

7.        How should the cart be placed at curbside?  Most of the City’s trash is picked up with an automated trash truck, therefore, the placement of the cart is very important and requires 3 feet clearance on both sides and 10 feet overhead.  The cart should be no more than 2 feet away from the curb or edge of the road with the lid opening facing the street and the handle facing the house.  If you have more than one cart, there needs to be 3 feet between the carts.  To allow adequate access to the carts, place them no closer than 5 feet from any vehicle and no closer than 5 feet from any vehicle, mailbox or fence.  It is preferable if the cart is on the opposite side of driveway from mailbox.

8.        I am handicapped and unable to get a polycart to the curb.  What do I do?  At the house pickup may be requested for those handicapped and physically unable to get the polycart to the curb.  Forms for this are available at City Hall in the Customer Service Office.

9.        Does the trash need to be in bags before it is placed in the polycart?   Yes, bagging the trash will help keep the cart clean and sanitary and prevent trash blowing around on windy days.

10.     What types of items will be picked up?  Refuse which includes any and all accumulations of waste material, garbage, trash, rubbish, paper, leaves, grass, packing material, pasteboard, trimmings from lawn and flower gardens, cinders, metal and small tree limbs under four (4) inches in diameter when cut to a length not to exceed four (4) feet and tied in bundles not to exceed 18 inches in diameter.  Cold ashes, sawdust, sand, dirt, powdery material, small gravel or material whose particles are less than one (1) inch in diameter, herbicides, insecticides, other home and garden chemicals, animal manure and litter box refuse will be picked up if sealed in a durable, disposable container prior to being placed in the polycart.  See bulky item pick up at bottom for additional information.

11.     What types of items will not be picked up?  Dangerous material such as hot ashes, radioactive materials, acids, caustics, diseased or infected materials, highly volatile materials, explosives, hazardous or infectious waste, commercial waste, dead animals, liquid paint, tires, automotive batteries, motor oil, railroad ties, chemicals, or any item posing a risk of injury to personnel or damage to the collection vehicle will not be picked up. 

12.  What happens if I have extra trash?  The occasional extra bag will be picked up; if you always have extra trash, contact 620-252-6124 to order an additional polycart.

13.  Are there size restrictions on what will be picked up?  Yes.  The polycart when loaded can weigh no more than 200 pounds, and no separate item or items of solid waste to be collected manually shall weigh more than 65 pounds.  Items cannot be of such size, volume or shape as to exceed what one person can reasonably be expected to lift and empty.  Boxes or cartons larger than 30 inches per side must be collapsed or otherwise reduced to easily fit in the trash vehicle.

14.  Who is responsible for the polycart?  The carts are the property of Allied Waste and will be maintained and replaced at no cost to the resident except for damage due to negligence or abuse.  Residents will be required to pay for replacement of any cart if the damage is due to their negligence or abuse.

15.  What do I do with the polycart if I move?  The polycart stays with the house; do not take it with you when you move.

16.  Can I put my leaves and grass clippings out?  Yes, provided they are bundled or placed in approved containers.  Bundles must be tied securely, shall not be more than 18 inches in diameter, not more than four (4) feet long nor more than 65 pounds in weight.  Yard, shrub and tree trimmings placed in cans, bags or roll-out carts are not to extend more than 12 inches above the top of the can or bag or be so tightly packed they must be pulled from the container by hand.  Bagged grass and leaves will be picked up on the bulky item pick up days (see below) or call 1-877-336-3161 for special pick up.  The Tree Dump is also available to dispose of leaves, grass and tree debris.

17.   I haul my own trash off.  Will I still be required to have trash service?  Yes.  Every dwelling receiving city water, sewer or electric service will receive a polycart and will be billed for the service.

18.  I own a house that is currently vacant but the utilities are on.  Will I be billed for the service?  Yes.  Every residential dwelling in the city limits receiving city water, sewer or electric service will receive a polycart and be billed for the service. An affidavit to exempt vacant or unoccupied dwellings that still have utilities from the trash service can be obtained from the customer service office at City Hall.

19.  What happens if the trucks cannot run due to bad weather?  In the event of snowfall or ice that prevents the trucks from running in a safe and reasonable manner, the pick up will be moved to the next day using Saturday to get back on schedule.

20.  Who do I call if my trash is not picked up?  Waste Connections – 1-877-336-3161

Bulky item pickup - Waste Connections will pick up bulky waste items once a month.  If your regular trash is picked up on Monday, the bulky pick up will be the first Friday of each month; if your trash is picked up on Tuesday, the bulky pick up will be the second Friday of each month; if your trash is picked up on Wednesday, bulky pickup will be the third Friday; an dif your trash is picked up on Thursday or Friday, the bulky pick up will be the fourth Friday.  Up to three cubic yards of bulky waste (about the size of six 55-gallon drums) is allowed per month.  Items accepted include furniture, carpeting, appliances, televisions, mattresses, hot water tanks, fencing (up to 4 panels), do-it-yourself remodeling project waste that is containerized (no contracted remodeling waste).  Refrigerators and air conditions cannot be picked up unless a certificate is attached showing Freon has been properly removed.  All items must be placed at the curb for pickup.  If you require an additional bulky item pick up, call 1-877-336-3161.
