Is a property owner responsible for mowing the alley?
The property owner is responsible for mowing to the middle of the alley.

Yes, the property owner is responsible for the property.

Can I park a vehicle in my back yard?
Yes, an operable vehicle may be parked in the back yard. An untagged, inoperable vehicle can only be in the back yard provided it is behind a fence which obstructs and prevents the view of the vehicle.

Can I park in my yard?
Yes, you can park in your yard provided the area used for parking is improved with at leata 4" of paver brick, asphalt, concrete or gravel.

I sold my property on contract or I no longer own this property so why do I keep getting notices from the City about the grass and charges for mowing?
The City Code Enforcement office obtains all their property owner information from the Montgomery County tax rolls. Therefore, if you have not removed your name as owner from the property you will still receive any and all notices from the Code Enforcement office. You should contact the County offices to see what steps you need to take to rectify this.

What is a nuisance assessment on my tax bill?
If the property owner fails to mow a property, clean up a court ordered trash nuisance or repair or demolish a court ordered slum and blight citation, the City of Coffeyville will contract to have this done. The cost, plus a fee, will be billed to the property owner. If this is unpaid, it will be assessed against the property. The County will include this as a nuisance assessment on the property tax statement.

I bought property at a County tax sale and was told that once I paid the outstanding taxes the property would be mine free and clear. Why does my latest tax statement show a nuisance charge.
The County runs one year behind on nuisance fees submitted from the City. As an example say you purchased your property from the County at a tax sale in October of 2010 and you paid the outstanding taxes at that time. You then receive your tax statement for 2011 (over a year later) and there are nuisance taxes on the statement from the City of Coffeyville. You do some checking and find out these taxes are for mowing done in the 2010 mowing season. Your reply is that you bought the property in October of that year and those fees should have already been charged. But the City is not allowed to turn their unpaid mowing fees over to the county for any given mowing season until the following July. So the mowing fees in the example above were created in 2010 but not able to be sent to the county until July of 2011. Therefore, they will show as unpaid on your 2011 tax statement, and you will be responsible for paying for them. It is a good idea to check with the City on any property being purchased at a tax sale to see if there are any outstanding nuisance taxes.
